New York, Nov 1: Time New York, Time California and when is Daylight savings fall 2009. The first thing to do before you hit the bed tonight is to move your clocks back.

This way you will be following the Daylight Savings Time started by Benjamin Franklin in 18th. This practice has gained currency after Franklin found out that the best way to increase the number of productive daylight hours, during the seasons when the sunlight shines early, is to bring the clock back.

Experts say the practice was born out of necessity during World Wars I and II.

The first to realize the importance of this practice was Germany. The Germans thought that this could better be used to serve the war effort, and instituted the first daylight saving laws in 1915.

England followed suit in 1916, and, finally, the United States, in 1918. In earnest the US introduced a daylight saving law on a national basis. And now it has become the norm.

These days most of the clock-turning back is done automatically. Machines do the needful at places where hundreds of clocks are installed. James Medeiros, supervisor of custodial services for the Fall River public schools, says clocks are reset themselves according to the rules prior to 2005 when the Energy Act was passed into law by Congress and signed by President George W. Bush.

“Under that law, Daylight-saving time begins three weeks earlier than previously, on the second Sunday in March, and daylight-saving time is extended by one week to the first Sunday in November. The new start and stop period began in March 2007.”
